Indira Gandhi National Open University (IGNOU) conducts its Convocation each year at the Baba Saheb Ambedkar Convention Centre, IGNOU HQ, Maidan Garhi, New Delhi, along with simultaneous ceremonies at all Regional Centres across India and selected overseas centres. The University held its 38th Convocation on 5 March 2025 for students who successfully completed their programmes in the December 2023 and June 2024 Term-End Examination (TEE) sessions. Many students eagerly await each convocation to receive their original degree certificates. IGNOU opened the online registration for the 38th Convocation for all eligible learners, and fees were payable online only.
Students who completed their programme in the December 2023 or June 2024 sessions were eligible for the 38th Convocation.
Missed registration? Students who were unable to register for the convocation can still apply to receive their degree certificate by post through the IGNOU Degree Delivery Portal.
Clarification: Students who missed registration for the 37th or any earlier convocation can also register on the Degree Delivery Portal and pay the requisite fee (if applicable) to receive their certificate from IGNOU Head Office or the respective Regional Centre.

The University organized the 38th Convocation at IGNOU’s main campus in New Delhi, with parallel events held at Regional Centres across the country. The convocation was also broadcast live through official channels.

Note: Eligible students were required to register within the deadline to ensure timely issuance of their certificates. Students who missed registration can now apply through the Degree Delivery Portal to receive their certificates.
Who is Eligible for the 38th Convocation?
All candidates who successfully completed their degree or diploma programmes in the Term-End Examinations held in December 2023 and June 2024 were eligible to register for the 38th Convocation and receive their original degree certificates.
Where to Attend the 38th Convocation?
Learners were invited to attend the convocation at their respective Regional Centres or the IGNOU Headquarters as per their registration details.
Students who opted not to attend in person but paid the registration fee will receive their certificates by post after the convocation.
IGNOU Convocation Registration Procedure 2025
Registration for the 38th Convocation was conducted online. Candidates needed to log in using their 9-digit or 10-digit enrollment number, fill out the registration form, and pay the fee online through debit card, credit card, or net banking.
For non-registered or undelivered cases: Students can now apply through the IGNOU Degree Delivery Portal to receive their certificates by post after paying the applicable fee.
IGNOU Convocation Fee 2025
- Rs. 600 per certificate for PhD, MPhil, Master’s, Bachelor’s, PG Diploma, and Diploma programmes.
- Rs. 200 per certificate for PG Certificate and Certificate programmes.
For students who completed Certificate or PG Certificate programmes between the 20th and 33rd Convocations, there is no fee for receiving certificates. Those who completed during the 34th to 38th Convocations must pay Rs. 200 per certificate.
IGNOU Convocation Status 2025
Students who registered online can print their acknowledgement after successful payment of the convocation fee. If the acknowledgement is not visible immediately, IGNOU advises students to wait up to 48 hours before trying again.
IGNOU Degree Certificate Not Received?
If you missed the convocation registration or have not yet received your certificate, you can still obtain it using the following steps:
- Visit the IGNOU Degree Delivery Portal (for 20th to 38th Convocations) and apply online.
- Verify whether your certificate is available at your Regional Centre or Headquarters.
- Pay the requisite fee (if applicable).

No. Registration is mandatory to receive the original IGNOU degree certificate. If you missed the registration window, you can apply through the Degree Delivery Portal.
